The cost of buying property in Islamabad goes beyond the price. Tax, transfer charges and legal checks all add to your budget. This guide explains the main costs for 2026-27, so you can plan before you sign.
What You Pay on Top of the Price
Expect four groups of costs:
- Federal advance tax on purchase (Section 236K)
- ICT stamp duty, registration fee and other transfer charges
- CDA clearances and fees, where your plot needs them
- Agent commission and lawyer fees
Buyer Tax in 2026-27
Tax guides citing the Finance Act 2026 report a flat 1.25% buyer tax under Section 236K for people on the FBR Active Taxpayer List (ATL). Non-filers pay far more. Their rate is 10.5% up to PKR 50 million, 14.5% from PKR 50 to 100 million and 18.5% above PKR 100 million.
The gap is large. On a PKR 100 million purchase, a filer pays PKR 1.25 million. A non-filer pays PKR 14.5 million. Guides also say the tax applies to the higher of your price and the official valuation. So declaring a low price does not cut the tax.
Sellers pay Section 236C. Filers pay 2.75%, and non-filers pay a much higher rate. Ask about the seller’s status early, because it changes the tax on the deal.
Check your own status on the FBR website before you pay a token amount. Tax guides also say overseas Pakistanis can qualify for the filer rate after they complete the FBR process. Confirm this with a tax adviser.
Islamabad Transfer Charges
ICT stamp duty, registration fee and capital value tax add to the federal tax. Published figures differ between sources and change with notifications, so we do not quote a rate here. Instead, ask the ICT sub-registrar for the exact amount on your property’s value before you sign.
CDA also sets conditions for transfers. Its published procedure lists an NOC from Building Control for properties with non-conforming use. It also lists a copy of the CDA site plan. Private societies set their own transfer fees and NOCs, so ask for their schedule.
Five Steps Before You Pay
- Verify ownership, plot use and approvals with CDA or the society.
- Confirm that dues and utility bills are clear.
- Check the filer status of both parties.
- Write down the price, tax and fees, and who pays each.
- Pay by bank transfer and keep every receipt.
